Role Purpose

The incumbent will own end-to-end commercial and contract management of Transmission Line (TL) packages across Sunsure’s project portfolio – from RFQ floatation through techno-commercial evaluation, negotiation, order placement, contract administration, variation management and contract closure. The role covers 33 kV internal transmission lines (solar and wind plant networks), 132 kV STU-connected lines, and 220 kV STU / ISTS-connected lines, with full scope packages that include statutory approvals and Right of Way (ROW) in the contractor’s scope. This is a Head Office-based role managing multiple TL contracts concurrently across states, working through contractor field teams and Sunsure’s site project teams.

Key Responsibilities

1. Sourcing, RFQ & Bidding Process

  • Float RFQs for TL packages (supply + ETC + civil + approvals + ROW scope) based on tender documents, technical specifications, tower schedules and BOQ templates received from the Design & Engineering team.
  • Build and maintain a qualified vendor base of TL EPC contractors across operating states; conduct vendor pre-qualification, capability assessment and onboarding (vendor registration, safety and quality compliance, financial due diligence).
  • Manage the complete bid cycle – RFQ issue, pre-bid clarifications, techno-commercial bid receipt, comparative statement (CS) preparation and bid evaluation matrix.

2. Techno-Commercial Evaluation & Commercial Closure

  • Lead techno-commercial evaluations jointly with Design & Engineering; drive technical alignment of bids with project specifications (tower type, conductor, OPGW, foundation classes, STU/CTU design standards – GETCO / RVPNL / KPTCL type designs).
  • Benchmark bids against internal cost estimates and Rs/km budget references; analyse BOQ-based item rates vs. lump-sum structures and route-length variation risk (check-survey driven changes, bay coordinate shifts).
  • Lead commercial negotiations to closure; prepare Note for Approval (NFA), secure internal management approvals, and issue LOI / Work Order / PO with robust commercial terms (price basis, variation clauses, taxes, payment milestones, LD, defect liability).

3. Contract & Compliance Management

  • Administer awarded contracts through the execution lifecycle: order acceptance, contract compliance monitoring, milestone tracking and contractual correspondence.
  • Manage collection and lifecycle of Advance Bank Guarantees (ABG), Performance Bank Guarantees (PBG), PDCs and insurance covers; track validity, extensions and releases.
  • Evaluate, negotiate and close variations and change orders (route length changes post check-survey, scope additions, specification changes); protect the company’s commercial interests on time and cost claims, including extension of time (EOT) requests.
  • Establish and monitor billing & payment mechanisms – Bill Break-Up Units (BBU), Running Account (RA) bill scrutiny against physical progress, and coordination with Projects for measurement verification and billing certification.
  • Drive contract closure: reconciliation of quantities, final bills, DLP obligations, PBG release and vendor performance evaluation.

4. Statutory Approvals, Permits & ROW Oversight

  • Drive and monitor contractor performance on TL-related statutory approvals, including: Section 68 & Section 164 authorisations under the Electricity Act 2003; PTCC clearance (incl. OPGW-linked sub-approvals); Forest NOCs; National/State Highway crossing permissions; Railway crossing approvals; AAI / MOD clearances (where triggered); CEIG / CEA approvals; and Work Completion Certificate (WCC) from the relevant STU for STU-connected projects.
  • Oversee the contractor’s ROW management – execution of ROW documents / wayleave consents with landowners along the TL corridor, crop & tree compensation settlements, and escalation handling for ROW disputes affecting construction progress.
  • Track approval timelines against project milestones; flag risks early and drive mitigation with contractors, liaisoning agencies and internal teams.

5. Cross-Functional Coordination

  • Design & Engineering: technical closure of route survey & route profile, BOQ finalisation, tower spotting/schedule, equipment GTP clearances, drawing approvals from STU/CTU authorities and sag-tension/design validations.
  • Projects: construction planning & monitoring, weekly progress reviews with contractors, billing certification, and contractor labour-compliance submissions (PF/ESI, BOCW, labour licences).
  • OH&S: alignment of contractor safety management plans with Sunsure’s safety policy; pre-mobilisation safety compliance and ongoing EHS adherence.
  • Material Quality: QAP / MQP closure, approved make lists, stage inspections and MDCC issuance for tower steel, conductor, OPGW, insulators and hardware.
  • Field Quality: enforcement of construction quality standards (foundation QC, erection tolerances, stringing checks, FQP adherence) during execution.

6. Reporting & MIS

  • Maintain procurement trackers, contract registers, BG/variation logs and approval status dashboards across all live TL packages.
  • Publish periodic MIS to leadership on procurement cycle status, contract health, commercial exposure and savings achieved.
  • Contribute to cost databases (Rs/km benchmarks by voltage class and state), rate analyses and continuous improvement of RFQ templates and contract terms.
Scope of Packages Handled
  • 33 kV internal transmission lines – solar plant internal evacuation and wind WTG interconnection (USS) networks, including SPDC/pole-based lines.
  • 132 kV STU-connected transmission lines (state utility specifications, e.g. RVPNL/UPPTCL).
  • 220 kV STU-connected and ISTS-connected transmission lines (PGCIL/CTU interface, GETCO/KPTCL-type tower standards).
  • Geographies: Uttar Pradesh, Rajasthan, Maharashtra, Karnataka, Tamil Nadu and Andhra Pradesh.
Candidate Profile

Experience & Knowledge

  • 8–12 years of experience in procurement, contracts and execution oversight of EHV/HV transmission line packages with a renewable energy IPP/developer, power transmission company, T&D EPC contractor or utility.
  • Hands-on experience of the full TL procurement lifecycle – RFQ to LOI/PO to contract closure – including BOQ analysis, market rate benchmarking (IEEMA/NALCO indices) and negotiation of supply-cum-erection contracts.
  • Strong working knowledge of TL technology and standards: tower types and configurations, conductors (ACSR/AL-59), OPGW, foundations, CEA technical standards and STU design standards (GETCO, RVPNL, KPTCL or equivalent).
  • Demonstrated exposure to statutory approval processes (Sec 68/164, PTCC, CEIG/CEA, forest, highway/railway crossings) and ROW management in Indian conditions.
  • Familiarity with contract structures: BOQ item-rate vs. lump-sum pricing, variation clauses, LD/EOT frameworks, bank guarantee instruments and DLP provisions.

Skills & Competencies

  • Sharp commercial acumen and negotiation skills; ability to structure contracts that allocate route-length, approval and ROW risk appropriately.
  • Strong stakeholder management – able to coordinate engineering, projects, quality, safety and finance teams while holding contractors accountable.
  • Proficiency in MS Excel (BOQ/cost models, comparative statements), MS Project/Primavera familiarity, and ERP-based procurement workflows.
  • Structured communication and documentation discipline – NFAs, MoMs, contractual letters and MIS.
  • Ability to manage multiple concurrent packages from Head Office with site interface through contractor field engineers and Sunsure project teams; willingness to travel to project sites and STU/CTU offices as needed.
