Deputy Manager – Corporate Affairs (STU Projects – Rajasthan)

Reports to: GM – Corporate Affairs
Location: Jaipur (with periodic travel across Rajasthan)
Experience: 6-8 years in solar/renewable project execution or regulatory liaison

Key Responsibilities:

1. Project Approval Coordination (Upto Project Commissioning)

Lead end-to-end approvals under Rajasthan Integrated Clean Energy Policy (RICEP), 2024, including below:

Obtain and manage:

RRECL

  • RRECL Registration
  • Power Evacuation Plan Approval
  • Final Clearance
  • Commissioning Committee Formation & Coordination for Commissioning Report/Commissioning Certificate

RRVPNL

  • STU Connectivity Approval from RVPN
  • Bay Allocation & Bay development coordination
  • Transmission Agreement with RVPN
  • Power Evacuation Approval
  • Metering Scheme Approval
  • Connection Agreement
  • Long Term Open Access Approval – (incl. Application, Coordination with DISCOM NOC, QCA, etc)
  • Coordination for Meter Inspection, testing & Testing
  • Protection/Meter Sealing Certificate

DISCOM

  • Technical Feasibility of Captive Users (as part Power Evacuation Approval)
  • Metering Scheme Approval
  • Coordination for ABT Meter installation at Captive User (if required)

SLDC

  • Coordination for Telemetry/Communication requirements with SLDC
  • Coordination for grid studies/other statutory requirements of SLDC
  • Securing all documentation related to FTC of RE Projects
  • Securing Connectivity Permission

CEIG

  • Coordination for CEIG Approvals (Plan Approval, Final Charging Approval)

2. Post Commissioning Role:

  • Wheeling & Banking Agreement (WBA) with DISCOMs (JVVNL/AVVNL/JdVVNL)
  • SLDC Registration (Generator for STOA)
  • Coordination for Scheduling at SLDC
  • First-time JMR Report preparation and submission to DISCOMs for approval
  • Energy Bill settlement in Captive User’s Utility Bills for First Billing cycle post COD
  • Facilitate & support in case of Billing disputes in Consumer Bills (during operational Phase)

3. Government Liaison & Approvals Follow-Up

  • Coordinate with:
    • RRECL, RVPN, SLDC, CEIG, DISCOMs
    • Local authorities: Panchayat, Irrigation, Forest, Fire, Labour, PCB, ULBs
  • Ensure timely submission of applications and resolution of objections.

4. Documentation & Compliance Tracking

  • Draft, review, and maintain all letters, formats, NOCs, and certificates.
  • Maintain digital and physical trackers for:
    • Approval status
    • Timelines and validity
    • Compliance obligations under RERC and MNRE guidelines

5. Policy Monitoring & Regulatory Intelligence

  • Stay updated with:
    • RRECL circulars
    • RERC amendments (open access, banking charges, scheduling, etc.)
    • RVPN evacuation guidelines, CEIG rules, and SLDC procedures

6. Internal & External Stakeholder Coordination

  • Collaborate with:
    • Project Management, Engineering, Land & Legal teams
    • Consultants (load flow, safety)
    • Offtakers for captive declarations, WBA sign-off, or load sanctions

7. Site Support & On-Ground Resolution

  • Visit project sites to:
    • Support CEIG inspections
    • Facilitate GSS bay readiness and TL alignment
Required Skills & Qualifications:
  • B.E./B.Tech in Electrical, Mechanical, or Civil (preferred)
  • 6+ years of experience in solar project regulatory liaison, preferably in Rajasthan
  • Strong understanding of RRECL, RVPN, CEIG, SLDC and Discom processes
  • Excellent drafting, tracking, and coordination skills
  • Fluency in English and Hindi; knowledge of Rajasthani dialects is a plus
  • Willingness to travel occasionally to project sites and department offices
