Scope of Coverage: Construction and service packages for STU / ISTS connected Solar, Wind, BESS and Power Evacuation projects, pan-India

Role Purpose

Own end-to-end procurement and contracting of construction and service packages for Sunsure’s utility-scale renewable portfolio (Solar, Wind, BESS and associated power evacuation), from head office. The role converts approved project scopes into competitively sourced, compliant and well-governed work orders, and drives package cost, schedule, quality-safety and payment discipline in coordination with the site project teams. The mandate is limited to services and construction works packages; equipment and material supply procurement is handled by the central Supply Chain Management function.

Package Scope (Construction & Service Works)

Source, contract and administer the following service and construction packages across STU (State Transmission Utility) and ISTS (Inter-State Transmission System) connected projects:

  • Civil works: piling and foundations, module mounting structure (MMS) foundations, WTG (Wind Turbine Generator) foundations and crane hardstands, internal roads and drains, control room and inverter control room (ICR) buildings, boundary wall, fencing and site enabling works.
  • Mechanical works: MMS erection, module installation service, WTG site-access and ROW services (tower, nacelle, hub, blade) and BESS (Battery Energy Storage System) container and PCS foundations / installation service.
  • Electrical Balance-of-Plant (BOP): DC and AC cabling, string combiner box and earthing, inverter and transformer interfacing, HT (High Tension) and LT (Low Tension) cabling, and internal electrical erection.
  • Power evacuation construction: Pooling Sub-Station (PSS) and Grid Sub-Station (GSS) civil and erection, switchyard erection, bay extension, transmission line (TL) construction from 33 kV up to 220 / 400 kV for STU and ISTS lines, tower foundation, erection and stringing, and OPGW (Optical Ground Wire) wiring.
  • SCADA and site services: SCADA, SAS (Substation Automation System) and telemetry installation service, illumination systems, and site security, housekeeping and manpower service contracts.

Note: this role covers the works / labour / erection scope of these packages. Procurement of the equipment and materials installed under them (modules, inverters, transformers, WTGs, cables, CT-PT, VCB, batteries) is not in scope.

Key Responsibilities
  • Sourcing Strategy & Package Planning
    • Receive the Request for Proposal (RFP) with approved budget, detailed scope, Bill of Quantities (BOQ) and approved drawings from the Project Manager / Design team; do not float enquiries without a received RFP, per the procurement policy.
    • Define the package split and sourcing strategy per project (single vs multi-package, regional vendor pools) aligned to the project schedule and Annual Operating Plan.
    • Prepare service-package cost sheets using market intelligence, rate benchmarking and past-project data; maintain a rate library for civil, electrical, TL and BOP works.
  • Tendering, Evaluation & Negotiation
    • Float Requests for Quotation (RFQ) to empanelled and eligible vendors; manage bid timelines, pre-bid clarifications and site visits.
    • Run techno-commercial evaluation jointly with Engineering, Construction Quality and OH&S; prepare the comparative statement and lead negotiations for best-value sourcing.
    • Recommend the vendor with a clear rationale, ensuring alignment with project timelines and the approved budget.
  • Approvals & Contracting
    • Prepare the Note for Approval (NFA) with mandatory documents (RFP and budget, all-vendor quotations, comparative and supporting documents) and route strictly per the Delegation of Authority (DOA) matrix; store approved NFAs and approval emails in the designated repository.
    • Draft and finalise Work Orders and contract agreements with clear scope, milestones, SLAs, standard payment terms for project service purchase orders, Liquidated Damages (LD), and Advance / Performance Bank Guarantee (ABG / PBG) provisions, with Legal vetting.
    • Manage amendments, extensions, change orders and claims / dispute resolution through the contract lifecycle.
  • Vendor Development & Empanelment
    • Identify, assess and develop a strong vendor base for civil, electrical, mechanical, TL and BOP works; maintain the Approved Vendor List (AVL) with capability, financial and compliance checks.
    • Drive contractor safety onboarding under the Contractor Safety Management (CSM) framework jointly with OH&S before any vendor mobilises.
    • Conduct periodic vendor performance evaluation with Construction Quality and OH&S covering quality, safety, schedule and compliance, and maintain vendor ranking.
  • Execution Support, Progress & Payments
    • Track package-wise and vendor-wise progress with the site project teams; support timely mobilisation and de-bottlenecking.
    • Validate milestone billing against measured progress, Joint Measurement Sheet (JMS) / Work Completion Report (WCR) and quality clearance; process payments per the payment approval process and apply LD where flagged.
    • Ensure the Vendor No-Due Form and material reconciliation are completed before the Work Completion Certificate (WCC) and final handover invoice; manage contract closure and release / return of ABG / PBG.
  • Compliance, Risk & QHSE
    • Monitor labour compliances (PF, ESI, CLRA and BOCW) and statutory clearances for all service providers.
    • Act as the escalation point for site-level commercial conflicts, quality deviations, safety concerns & vendor disputes.
    • Enforce Sunsure QHSE policies and the internal communication and escalation matrix in all vendor and site interactions.
  • MIS, Digitalisation & Cross-Functional Coordination
    • Maintain package cost, award-cycle and progress MIS; support digital adoption on SAP and Sunsure systems so that sourcing, approvals and payments are traceable and audit-ready.
    • Coordinate across Project Management, Project Construction, Design & Engineering, Material Quality, Construction Quality, OH&S, Inventory, Finance & Accounts, Legal and Power Evacuation.
Key Performance Indicators
  • Sourcing cost savings versus approved budget and benchmark rates.
  • RFP-to-Work-Order award cycle time and on-time package award against the project schedule.
  • 100% NFA-DOA compliance and zero direct-RFQ (enquiry without RFP) instances.
  • Payment turnaround adherence, LD recovery where applicable, and on-time Vendor No-Due / WCC and BG closure.
  • Vendor QHSE and delivery performance scores; reduction in repeat non-performance.
Candidate Profile
  • Education: E. / B.Tech in Civil / Electrical / Mechanical Engineering (mandatory)
  • Experience: Manager: 9+ years; Senior Manager: 12+ years in procurement and contract management for construction / service packages in the renewable energy (Solar, Wind, BESS) or power transmission and distribution sector.
  • Domain: Hands-on contracting of civil, electrical BOP and transmission line / substation construction packages, including STU / ISTS evacuation works.
  • Skills: vendor development, techno-commercial negotiation, contract drafting, cost control, labour and environmental compliance, and contract closure; strong commercial acumen, analytics and stakeholder management; working knowledge of SAP.
  • Preferred: exposure to large-scale (500 MW+) solar / wind execution and to Government / SECI / NTPC and ISTS-connected projects
